Chapter 1 General Regulations

Article 1 (Purpose)

These Terms and Conditions are intended to define the rights, duties, responsibilities, and other necessary matters between the users and the Global Leadership Excellence Challenge (hereinafter referred to as "GLEC") in using the services (hereinafter referred to as the "service") provided by the GLEC website.

Article 2 (Terms and Conditions of the Agreement)
  1. ① This agreement will be notified to users by posting on the service screen or privately disclosed to users by other known methods. The agreement shall be effective upon the users who agree to do so and will be able to join the service.
  2. ② “GLEC” may change the contents of this agreement if necessary, and the modified terms will be posted on the service screen so that users can view these new changes.
  3. ③ If users disagree with the changed terms, they may stop using the service and cancel their membership. Continuing to use the service is regarded as agreeing to the terms of use and the changed terms will be effective in the same manner as the preceding paragraph.
  4. ④ If users accept the terms of this agreement, the terms of service will be preferentially applied to GLEC's service provision and the user's use of the services. The matters not specified in these terms and conditions follow regulations such as the Telecommunications Basic Act, Telecommunications Business Act, and other relevant laws and regulations.
Article 3 (Definition of Terms)
  1. ① The definitions of the following words are explained below.
    1. 1. Users: Members and non-members who access and are provided the services offered by “GLEC.”
    2. 2. Members: Those who access the service and accept the agreements by e-mail identification and are provided by ID(Unique Number) and PASSWORD(Password)
    3. 3. Non-members: Those who use the services provided by “GLEC” without being members themselves.
    4. 4. ID(Unique Number): A combination of alphabetic and numeric characters selected by the user and approved by "GLEC" for member identification and use by members.
    5. 5. PASSWORD(Password): A combination of letters and numbers set by the user to protect any information regarding membership.
    6. 6. Membership withdrawal: To terminate a service contract after the member has used the service.
  2. ② Definitions of terms used in these Terms and Conditions shall be as defined in the applicable laws and service-specific information, except as provided in Section 1.

Chapter 2 Use of Service Contract

Article 4 (Establishing the Use of Service Contract)

Use of the service contract is established with the consent of "GLEC" regarding the application of use and with users’ consent regarding the contents of clauses within the service contract.

Article 5 (Application for Use)

Application is carried out by the users inputting personal information into the form provided by “GLEC” on the member information screen.

Article 6 (Acceptance and Refusal Regarding the Use of Service Contract)
  1. ① Unless there are special circumstances, permission for application is granted if users correctly input all required details..
  2. ② In the event of any of the following clauses, approval may not be granted for the use of services.
    1. 1. Not applying with one’s real name
    2. 2. Applying with another individual’s identity
    3. 3. If the contents of the application are false
    4. 4. If the purpose of applying is for the sake of hindering the well-being of society or is an offense against public morals.
    5. 5. When application requirements set by "GLEC" is not satisfied
Article 7 (Change of Contract Details)

Members can view and modify their information at any time through Member Information Management. Members are required to make changes when the information at the time of application changes. Members are held responsible for any problems occurred by not updating their personal information.

Chapter 3 Service Provision and Use

Article 8 (Copyright of Posted Materials)

The copyright of posted materials belongs to publishers themselves. Users are not allowed to commercially utilize, such as fabricating or selling for example, the materials gained from using the service.

Article 9 (Management and Elimination of Posted Materials)

For effective service operation, we may limit members’ storage space, message size, and storage period. If an application falls under any of the following, it can be deleted without prior notice.

  1. ① The content defames another member or a third party
  2. ② The content violates public order and morals
  3. ③ The content is found to be associated with a criminal act
  4. ④ The content infringes on the copyrights of “GLEC” as well as other third parties
  5. ⑤ The content is pornographic by nature or links to a sexually explicit website
  6. ⑥ The content is judged to be in violation of other relevant laws and regulations
Article 10 (Service Hours)

Service hours are 24 hours a day, unless there are business issues or technical difficulties. Service hours, however, vary during regular website inspection period.

Article 11 (Responsibility for Service Use)

Members shall not hack, link inappropriate websites, or illegally distribute commercial software by using the service. "GLEC" shall not be held liable for any consequences or losses of business activities resulting from such violation, or legal action by the relevant authorities.

Article 12 (Changing and Stopping Service)
  1. ① “GLEC” reserves the right to temporarily modify, change or discontinue the service with prior notice, and members or third parties are not held liable.
  2. ② “GLEC” may suspend the service use if members contravene to these terms and conditions. In this case, their access may be prohibited and all or parts of contents posted by them may be deleted.
  3. ③ As of long-term dormant members, their service will be discontinued after a notice period of one week by e-mail or announcement.
Article 13 (Providing Information)
  1. ① “GLEC” reserves the right to modify, change, and discontinue service with prior notice, and will not assume any liability for any member or third parties.
  2. ② With the consent of members, “GLEC” may require additional personal information for the purpose of improving and introducing service to members.
Article 14 (Stopping the Provision of Service)

The service may be discontinued in the following cases.

  1. ① Inevitable construction of service for the purpose of maintenance
  2. ② Telecommunication service providers cease telecommunication service as stipulated by the Telecommunication Business Act
  3. ③ When a system check is required
  4. ④ Any other reasons beyond our control

Chapter 4 Obligations

Article 15 (“GLEC” Obligations)

"GLEC" does not disclose or distribute members’ personal information to third parties without their consent. However, this shall not apply to cases where there are requests from national agencies pursuant to Telecommunications Basic Act, requests for criminal investigation, or requests made by other related laws and regulations.

Article 16 (Membership Obligations)
  1. ① The members shall not engage in the following actions when using the service.
    1. 1. Misuse of another user’s ID
    2. 2. Reproducing, publishing, or providing any information obtained from the service to third parties
    3. 3. Violating the rights of “GLEC” or other third parties
    4. 4. Distributing content that violates public order and morality
    5. 5. An act that is objectively judged as being associated with a crime
    6. 6. Acts that violate other related laws and regulations
  2. ② Members cannot delete or change any of the information provided by “GLEC”.
  3. ③ Members cannot use the service to conduct business related activities, and “GLEC” is not responsible for any results of these activities.
  4. ④ Members using the service cannot transfer the rights of the contract to another person, and are also not allowed to provide it as collateral.
Article 17 (Personal Information Protection Policy)
  1. ① “GLEC” collects information about members through their application for service use, and their personal information is used for purposes of implementing the contract of use and providing the service under this contract.
  2. ② “GLEC” cannot disclose, distribute, or commercially utilize members’ personal information to third parties without their consent. However, conditions may differ in the following cases.
    1. 1.At the request of relevant authorities for investigation purposes stipulated under relevant laws and regulations
    2. 2.At the request of Communications Standards Commission
    3. 3.At the request pursuant to the procedures set by the relevant laws and regulations

Chapter 5 Contract Termination and Restriction of Use

Article 18 (Revocation of the Contract)
  1. ① Members can request to terminate (withdraw) their contract at any time.
  2. ② When members terminate their contract, all personal information will be deleted.
Article 19 (Restricting Use)

“GLEC” may restrict the use of service without prior notice if members have done any of the following.

  1. ① If the member stole somebody else’s ID and password
  2. ② If the member intentionally disrupts the service operation
  3. ③ If the member falsely applies for the service
  4. ④ If the same member has double registered with another ID
  5. ⑤ If the member circulates content that hinders with public moral and order
  6. ⑥ If the member damages another person’s honor or gives them a disadvantage
  7. ⑦ If the member transmits a large amount of information or commercial information for the purpose of hindering stable operation of the service
  8. ⑧ If the member distributes computer virus programs that cause malfunction of information and communication equipment or destruction of information
  9. ⑨ If the member infringes upon the intellectual property rights of “GLEC” or any other third party.
  10. ⑫ If the member violates any other relevant laws or regulations

Chapter 6 Others

Article 20 (Prohibition of Transfer)

Members who use the service are prohibited from transferring the rights of the contract to others and from using the contract as collateral.

Article 21 (Compensation for Damages)

In no event shall “GLEC” be liable for any damages whatsoever arising out of or in connection with the service provided free of charge, except for damages caused by “GLEC”’s intentional or significant mistake.

Article 22 (Exemption Clauses)
  1. ① Responsibilities related to service provision are waived in case natural disasters, war or other uncontrollable force obstruct service provision.
  2. ② The carrier shall not be responsible for damages caused by interruption of telecommunication service or failure of service provision.
  3. ③ We do not take any responsibility for failure of service use caused by members’ own fault.
  4. ④ We do not take any responsibility for damages caused by members obtaining data or taking advantage of service use.
  5. ⑤ We do not take any responsibility for the contents, materials, reliability and accuracy posted by members.
  6. ⑥ This website is not responsible for any damages caused by other linked sites
Article 23 (Competent Court)
  1. ① In the event of a dispute between "GLEC" and its members regarding use of the service, "GLEC" and the members shall make all necessary efforts to resolve the dispute satisfactorily.
  2. ② Despite the regulations of Section 1, if a lawsuit is filed against a dispute out of use of the service, the court having jurisdiction over the location shall be the competent court.
Supplementary Provisions
(Enforcement date) These terms will be enforced starting from 1 November 2016.

Privacy Protection Act

<Global Leadership Excellence Challenge> ('http://www.gleader.org’ ‘GLEC’ in short) In accordance with the Personal Information Protection Act, we have the following policy to protect our users’ personal information, rights, and interests, and to smoothly deal with users' complaints related to personal information. When revising the personal information processing policy, we will notify users through a website announcement (or an individual notice). Users are encouraged to check the announcement page when visiting our website.

1. Consent to the Collection of Personal Information

'GLEC' provides procedures for the users to either 「Agree」 or 「Disagree」 to the processing of personal information or terms and conditions. Clicking on the「Agree」 button is regarded as consent to the collecting of personal information.

2. The Purpose of the Collection and Use of Personal Information

‘GLEC' collects information for the following reasons:

  • Personal authentication related to financial transactions and financial services
  • Delivery of bills, purchase and payment, and the collection of fees

Marketing and Advertising Usage

  • Provision of event information, advertisement information, and opportunities to participate
  • Identification of access frequency or statistics on user’s service use
  • Regularly sent publications and new service guides

3. The Collection of Personal Information Items

4. How Personal Information is Collected

‘GLEC’ collects personal information by membership registration and application process for the contest.

5. The Period of Possession and Use of Personal Information

  • a. ‘GLEC’ retains and uses personal information for the duration of the notice and consent. If the purpose of collecting personal information is accomplished, the retention period expires, or if the user withdraws consent, all information collected is destroyed so that it cannot be browsed or used.
  • b. In accordance with related laws and regulations, such as ‘GLEC’ e-commerce consumer protection law, personal information processing and retention period are as follows:

    • Concerning records regarding contract or subscription cancellations : 5 years
    • Concerning records regarding the payment and supply of goods : 5 years
    • Concerning records regarding consumer complaints or the settlement of the complaints : 3 years
  • c. All collected personal information is destroyed when a user deletes the account, so that it cannot be browsed or used.
  • d. Based on Article 29 of 「Act on Information Network Promotion and Information Protection」, if an account is not accessed for the past year, the user is notified in advance and the account is stored separately. However, retention periods differ under the relevant laws and regulations, as mentioned above in item b.

6. Viewing and Correcting Personal Information

Members have the ability to access or edit their personal information at any time. Personal information can be viewed and corrected by clicking on 『Change Membership Information』 or by directly contacting personnel or the department responsible for the protection of personal information either by phone call or e-mail.

7. Withdrawal of consent to the Collection, Utilization, and Provision of Personal Information

Users may withdraw consent at any time regarding collection, use, and provision of personal information collected through membership. Users can withdraw consent by clicking on "membership withdrawal" in the homepage’s 『membership information』 or by directly contacting personnel or the department responsible for the protection of personal information either through phone call or e-mail.

8. Procedures and Methods to Destroy Personal Information

In principle, 'GLEC' will destroy personal information without delay when the purpose of processing personal information is achieved. The procedures for the methods of destruction and deadlines for such actions are listed in the following clauses.

- Time and Procedure of Destruction
The information entered by the user will be destroyed after a certain period of time according to the internal policy and other related laws immediately or after the completion of the purpose. Personal information collected in the form of electronic files obtained at the time of membership registration will be deleted at the time of membership withdrawal.
-Method of Destruction
For information in the form of electronic files, a technical method is used so that records cannot be viewed ever again. Personal information printed on paper will be destroyed either by being crushed or incinerated.

9. Protecting the Personal Information of Children

'GLEC', in accordance with 『Act on Information Network Promotion and Information Protection』, advises that children under the age of 14 must be fully informed about the purpose of collecting and using personal information online before submitting their personal information to others. They must obtain the consent of their legal representative (parent). GLEC explains aforementioned points through terms and conditions of the membership application and verifies procedures with the consent of the legal representative (parent) at the time of enrollment.

The name, e-mail address, and phone number used in the legal representative’s identification process are used for the purpose of confirming the consent of the child to collect personal information. The information will be retained until the child's withdrawal.

10. The Consignment and Processing of Personal Information

In order to provide basic and better services, a more smoothly and convenient experience for customers, and other matters related to such goals, the company entrusts the task of maintaining the personal information of its users to external experts who operate on a consignment basis.

11. Notification or Notification Method of the Personal Information Processing Policy

'GLEC' will notify users in advance by writing, e-mail, phone calls, etc. if they wish to obtain additional consent for using their personal information beyond their agreement or providing it to a third party.

12. Measures to Ensure the Security of Personal Information

<Global Leadership Excellence Challenge>('GLEC'), in accordance with Article 29 of the Privacy Protection Act, will use the following technical, administrative, and physical measures to ensure the safety of our user’s personal information.

  1. 1. Perform Regular Self Inspections
    In order to ensure the safety and reliability regarding the handling of personal information, regular audits (once a quarter) are conducted.
  2. 2. Educate and Minimize Employee Handling of Personal Information
    In order to minimize who is allowed to handle the personal information of members, we have enforced measures that only allow designated employees and superiors to handle the personal information of our users.
  3. 3. Establishing and Implementing an Internal Management Plan
    An internal management plan was established and implemented in order to ensure the safety regarding the handling of personal information.
  4. 4. Technical Measures Against Hacking
    <Global Leadership Excellence Challenge> (‘GLEC’), in order to prevent any damage, leaking, or loss of personal information through the means of hacking and/or computer viruses, will install a security program to prevent such means. In addition, we will periodically update and check systems. These systems will also be installed in restricted and controlled areas, and will be both technically and physically monitored.
  5. 5. Encryption of Personal Information
    The user's password is encrypted for storage and management, so only the user knows the password. Crucial data is protected with a separate security function, which includes encrypting files and transmitted data, or using lock functions.
  6. 6. Keeping Track of Access Records and Preventing Forgery
    Records of users’ personal information are managed and stored in the system for up to six months. Security measures are used to prevent forgery, theft, or loss of these records.
  7. 7. Restricting Access to Personal Information
    The handling of personal information is necessary in order to access, change, or cancel personal information in the database system. Certain measures are necessary to control access to this information. In order to protect the personal information of our users, a security system was implemented as a way to prevent unauthorized access from outside sources.

13. User’s Rights and Obligations

  1. 1. Please enter your personal information accurately and up-to-date to prevent unexpected incidents. The user is responsible for accidents caused by input of incorrect information. Membership is subject to disqualification in case of unauthorized use of other person's information and/or input of false information.
  2. 2. Users have the right to protect their personal information and be protected, as well as to not infringe on other individuals’ information. Beware of personal information leakage including password, and beware not to defame other individuals’ personal information. In case of violating this responsibility and defaming other individuals’ personal information, users may be punished according to 『Act on Information Network Promotion and Information Protection』.

14. Department and Personnel Responsible for the Protection of Personal Information

  1. 1. Global Leadership Excellence Challenge (‘http://www.gleader.org’ ‘GLEC’ in short) is responsible for the handling of personal information. Below is the person in charge of personal information protection. He handles complaints and damage relief related to personal information processing.

Global Leadership Excellence Challenge (‘http://www.gleader.org’ ‘GLEC’ in short) will answer and promptly respond to points of inquiry.
  3. 3. If you need more information regarding the violation of personal information, please contact the Center for Reporting the Violation of Personal Information and the National Police Agency Cyber Terrorism Response Center. 

15. Duty of Notice

Aforementioned personal information processing policy is applied from the initial enforcement date. In accordance with legislations and policies, in case of adding, removing, or modifying the content, users will be notified through the ‘Notice’ section of the website. Modification of general contents will be notified at least 7 days prior to revision, and important contents at least 30 days prior to revision.
