- Attending either an elementary school, middle school, high school, or university
- Homeschoolers and to-be university students
- Students currently attending universities are eligible to apply regardless of age
- No experience or less than a year of experience of staying abroad for the past 3 years
- Eligible to apply for both essay and speech contests
